Medical malpractice legislation that requires claims to go through a panel of doctors declared unconstitutional in Kentucky

Earlier this year, the Kentucky legislature passed a law requiring med mal cases to go through a panel of doctors prior to going to trial.  A state judge ruled recently the law was unconstitutional and issued an order banning the state from enforcing it.  The state has announced it will appeal the ruling.
