More on the report on civil rights abuses in New York

A few days ago, I posted a comment on a recently released report that reveals a 28 percent increase in claims against New York City in large part because of civil rights violations claims against the police department.  See here.  Less than a week later, Professor Jonathan Turley posted a comment on a video that shows an example of such conduct.
